No it doesn't, because not only is it an attempt on the infringement of the Second Amendment, it would never account for people who reload themselves. Not to mention that not all ammunition is used for killing humans beings. Take for instance, .300 Win Mag or .416 Rigby. Most people who support these measures know little of firearms or what surrounds them.

That's right. They're not. Of course I'm sure that most police officers do want to protect people and prevent crime, but they have no legal obligation to do so. You can look up many court cases of police being absolved of responsibility for failing to respond to 911 calls, but Warren vs DC is probably the best example.
