In 1940 Lehi proposed intervening in World War II on the side of Nazi Germany. It offered assistance in "evacuating"[vague] the Jews of Europe, in return for Germany's help in expelling Britain from Mandate Palestine. Late in 1940, Lehi representative Naftali Lubenchik was sent to Beirut where he met the German official Werner Otto von Hentig. Lubenchik told von Hentig that Lehi had not yet revealed its full power and that they were capable of organizing a whole range of anti-British operations.

Stern believed that the Jewish population of Palestine should fight, rather than support, the British in World War II, and that militant methods were an effective means for achieving those goals. He believed that immigration to Palestine should be available to Jewish refugees fleeing from Europe, and that this was the most important issue of the day. Stern's group was seen as a terrorist organisation by the British, who instructed the Defence Security Office to track down its leaders.

March 1, 1944, while speaking on Radio Berlin, al-Husayni (mufti of Jerusalem) said:

In January 1941, Stern attempted to make an agreement with the German Nazi authorities, through contact with their representatives in Vichy-controlled Beirut, offering to 'actively take part in the war on Germany's side' in return for helping Jewish refugees to come to Palestine, as part of a future Jewish State. Another attempt to contact the Germans was made in late 1941 but there was no response from the Germans.

Avraham Stern founded Lehi in 1940 (though it did not adopt that name until after his death), by splitting from the Irgun. Stern rejected collaboration with the British, and claimed that only a continuing struggle against them would lead eventually to an independent Jewish State and resolve the Jewish situation in the Diaspora. British restrictions after 1939 on Jewish immigration (Aliyah) to Palestine, strengthened his convictions in this regard. Stern started a war against the British.
