It's because only one or two USA companies are making them, and it's illegal to ship them to outside the US. These could be 100x cheaper, but we don't get the low chip price that comes from extensive mass production in Asia.

Nope. Thermal cameras can only see IR light from hot gas of hundreds of deg C. They can see IR light from solids and liquids of less than one deg C. Density makes the difference, and the same thing is true for visible light: incandescent gas glows dimly, while incandescent metal at the same temperature is blinding bright.
